Zach Withers is a New York City-based attorney and consultant. He has served with distinction in roles across the public and private sectors, delivering technical, legal, and managerial leadership to businesses, nonprofits, and local, state, and federal government. Over decades of experience, he has honed the arts of finding hidden order in apparent chaos, sense in the seemingly nonsensical, common interests among conflicting parties, and clear paths forward through treacherous uncertainty. He has been published in NEJM Catalyst for his work on leveraging Medicaid Managed Care to deliver critical public health services, and has presented at the HIMSS Global Health Conference on the topic of public/private sector cooperation.

Some stretches of Zach’s career have been fully devoted to a single organization as a full-time employee. These include his time as a Digital Service Expert at the federal Center for Medicare and Medicaid Services; Director of Strategic Operations at the New Jersey Housing and Mortgage Finance Agency; Senior Legal and Regulatory Officer at the New York City Department of Health and Mental Hygiene; and Technical Services Specialist at Epic Systems. As outside counsel or consultant, he has served clients ranging from healthcare systems, to nonprofits, to government agencies, to small businesspeople trying to salvage their lives’ work during the depths of COVID.

Zach holds law licenses in the states of New York and New Jersey, a certification as Certified Information Privacy Professional (US) from the International Association of Privacy Professionals, was certified as a Contracting Officer’s Representative while employed by the federal government. He earned his Juris Doctor cum laude from the William & Mary School of Law, where he was a champion moot court competitor, served on the Environmental Law and Policy Review, and worked as a research assistant to the Center for Legal and Court Technology. He earned his Bachelor of Arts from Haverford College.
